When I report a user, who is it reported to...my instance admin or theirs?

I found myself inadvertently playing a quick game of whack-a-queerbashing-racist on someone else's thread and got curious.

@RussSharek both, which is why it's always useful to explain the situation in the report comments box, so Mods know where/what to look for. :)

@RussSharek or that, if it turns them into prinscreens of the offending messages, yeah. Just something that it's not empty at all is of great help.
